One coworker said that the only place she could find it was in health food shops, although I found large bags at the farmer's stand. My guess is Osaka doesn't have many of those within the city... :) And yes, the frozen peas goes in frozen...the heat from the rice is more than enough to thaw them. They suggest letting the butter, sugar, egg, and vanilla mixture rest for a while in order to make the cookies crunchy around the edges and chewy in the middle.
